Perhaps the reader of the Metro (London's free morning paper to grab as you catch the tube) who wrote in the following mail has figured it out...

It All Adds Up: I've just worked out why education in this country is in such a poor state. By keeping it as bad as it is, the Government ensures that fewer people will be able to rise above the status of 'working class', thus providing a multitude of Labour voters for the future. Call me cynical but it's either got to be that or total incompetence.
